What is a tornado?
Tornadoes are violently rotating columns of air, in contact with the surface and pendant from DMC (not necessarily with lightning)
Waterspouts are tornadoes! They can be either supercellular or non-supercellular. Many (but not all) waterspouts are produced by non-supercell storms.
Without video, at times tornadoes can be hard to identify from surface effects only
